Mr. Lazarus' expertise is in the areas of government regulation, administrative law, land-use planning, zoning and development, environmental law and land-use infrastructure financing. He has written and spoken extensively on land-use and environmental issues and on the governmental regulatory process in those fields.
He is Chairman of the Phoenix Mid-Rise/High-Rise Study Committee. He is a member of the Phoenix Zoning Ordinance Review Committee, Phoenix Design Review Task Force, Greater Phoenix Leadership, Phoenix Community Alliance, Phoenix Chamber of Commerce Environmental Issues Committee, Phoenix Environmental Awards Committee for Valley Forward, the American Planning Association and the Urban Land Institute. He was Chairman of the Board of Directors for Samaritan Health Systems and is currently a member of the Board of Directors and Executive Committee for Banner Health Systems. He is past chairman of the following organizations: Phoenix Board of Adjustment, Valley Forward Association, Arizona State University College of Architecture Council for Design Excellence, and The Anti-Defamation League State of Arizona as well as the Southwest Region. He was a founder of the Frank Lloyd Wright Society.
