The projects listed below represent just some of the many cases in which the Firm was successful in obtaining the entitlements needed for development approval.  Examples of significant projects include:

High Rise, Downtown and Infill Development

The Firm has been instrumental in obtaining development entitlements for major projects in the Transit-Oriented Development Districts, along the Central Avenue High Rise Corridor, and within Downtown Phoenix, as well as providing guidance to City leaders on establishing new zoning districts, text amendments and design guidelines for these special overlay areas.

The Firm obtained government entitlements for The Summit at Copper Square, the first new construction high-rise condominium/loft development in Downtown Phoenix.

Built adjacent to Chase Field, US Airways Center, and in the heart of an emerging Entertainment District, the 23-story condominium project with165 residential units also features a rooftop amenity level and retail, restaurants, and gallery space on the first floor. Residents began moving in at the end of 2007.

At nearly 12 acres, this multi-block, mixed-use project will be located in the heart of downtown Phoenix and positioned to capitalize on recent and continuous investments in the area including: a $600M Convention Center expansion, a new Light Rrail line, Chase Field, US Airways Center, and the new Downtown Campus for Arizona State University.

The development will be a true live-work-play, “creative class” neighborhood featuring the largest concentration of sustainable development in the City. Specific uses include creative office space, urban residential units, boutique hotels, restaurants, lounges, and entertainment clubs and venues. Though large in scope, the project is really about bringing vitality to the street and the creation of a sense of place currently lacking in the area.

Lazarus and Associates is part of the Development team and responsible for the government entitlement aspect of the project.

Cielo PhoenixCielo Phoenix
The Firm was successful in obtaining development entitlements for Cielo Phoenix – a high-end mixed-use project proposed for development on Central Avenue, just two blocks from the Osborn Road light rail station.

The project is designed with two 35-story condominium towers, five floors of residential lofts, 11,000 square feet of street-level retail uses, and a six-level parking garage with a terrace level on the garage roof featuring a clubhouse/workout facility, swimming pool, spa and outdoor gardens. We look forward to seeing Cielo, Spanish for ‘sky”, rise to mark its place on the Phoenix horizon.

Chateaux on CentralChateaux on Central
The Firm obtained zoning and variance entitlements to allow for the development of Chateaux on Central.

Located in the Central Avenue High Rise Corridor, this is a new residential concept in Arizona, incorporating very high-end row homes with the ability to operate small businesses from the first two floors. Each unit is four-stories with a private elevator. The top floor of each unit includes options for a garden and swimming pool.

3rd Avenue and Indian School Road3rd Avenue and Indian School Road
The Firm successfully obtained entitlements for a high rise development on two acres located near the intersection of Indian School Road and 3rd Avenue.

The project is within the Central Avenue High Rise Corridor and just a few blocks from a light rail station. Featuring roughly 380 condominiums, the 21-story building houses a multi-level parking garage, swimming pool amenity level, and an inventive “pocket park” along 3rd Avenue.

Melrose PointeMelrose Pointe
The Firm was successful in obtaining entitlements for a mixed-use project in a blighted section of the up-and-coming Melrose neighborhood.

While the approvals signified a shift from previous development patterns in the area, Lazarus and Associates was able to work with the neighborhood and the Developer to garner consensus on vital issues and eventual support for the project. The project sought to support the emerging vitality in the area and the recently adapted Seventh Avenue Urban Main Street Overlay with a proper mix of office space, additional ground floor retail, and an influx of needed residential units. All of the parking for the project was placed below grade, while the height was staggered and stepped back to minimize the effect on adjacent properties. The rooftops include a variety of passive and active amenities and the Developer plans to seek LEED certification.

One of the most prominent intersections in the Valley - 24th Street and Camelback Road – has seen improvements through the efforts of Lazarus & Associates.

The Firm facilitated rezoning for a portion of the northwest corner to C-2 Mid-Rise for a multi-phased office project, taking the project through not only the zoning approval process, but also through the Development Services site plan and Building Permit approvals.

One Central Park EastOne Central Park East
The Firm was involved in identifying and negotiating the initial development entitlements for this state-of-the-art high rise office and retail project located at Central Avenue and Van Buren Street.

Issues addressed included: a development agreement with the City of Phoenix, building setback waivers, abandonments of utility easements and street right-of-way, and reduction or elimination of bus bays to allow for greater development capacity in the heart of Downtown Phoenix.

Lazarus and Associates obtained several variances on behalf of the Developer to allow for construction of a modern, 12-unit, live-work infill project.

Located on the cusp of the FQ Story and Roosevelt Historic Districts the project successfully incorporates modern design and layout while not overpowering the nearby historic districts. The variances were key in enabling the Architect and Developer’s unique vision to become a reality and in enabling the full potential of the site to be realized.

McKinley Row
Located in Phoenix’s oldest Historic neighborhood - Roosevelt Historic District, Lazarus and Associates was successful in obtaining numerous development entitlements for a 32 unit, brownstone style, condominium development.

The project consists of 4, 4-storey buildings with units ranging from roughly 750 square feet to 1500 square feet. The achieved entitlements enabled the Developer to get the most out of the small infill site, while still respecting the historic composition of the neighborhood. Off-site construction has already begun on the project.
